Maybe the disc is not recognized because the lens is dirty or the laser too
weak.
Does this happen with real CDs or only with CD-R? The latter is reflecting
less light and thus causes more problems.

That is because you did not finalize the CD-R. Put the CD-R back in the
computer and use Windows to finalize the disk.

Logic suggests that the player is not "seeing" the disks. You might have
problems with the laser other than it being dirty.

You've got problems in the logic portion. If it were a laser problem the
disc would rotate and the sled would slide the laser block in and out
looking for a disc ID. A logic failure might mean a total failure of
this initialization procedure. There may be a small switch or optical
sensor telling the logic control that there are discs loaded. I think I
would start there given the symptoms.

All a very good read. I've been around digital video since 1998. I've
worked with encoding/transcoding/etc.. for a decade. Current streaming
of popularity seems to be done in a TS (transport stream) container.
In order to get to that TS container obviously the raw video has to go
through several processes. Obviously there are not enough checks in place
to ensure the video and audio are sync'd.

I would not recommend doing such a thing. Without a proper NTSC signal,
your flyback and horizontal output transformer will be fried.

That's what happens when you feed HDTV into a non-HDTV TV Set. It takes
about 10 minutes for the set to correct itself because frame buffers
were a lot slower back in 1998.

That has to take the cake for the worst explanation of a problem
this month. HD signals do not cause an hourglass shape. If this
is a CRT set, you need to check the pincushion correction and
horizontal deflection circuitry. If it is a flat panel display
(doubtful in 1998), I have no suggestions.
